Mission Basundhara date extended; check out

Mission Basundhara that was launched to assist the state’s land records to be resolved and updated has been extended till 7th December 2021 by the government after a huge public response.

Till now more than 5,72,965 applications have been received, more than 41,053 applications disposed of, and field surveys on 305 non-cadastral villages completed.

Assam’s Department of Revenue and Disaster Management has created a new platform called Mission Basundhara to help the state’s land records be resolved and updated. The Department of Revenue and Disaster Management is undergoing substantial reforms under the leadership of Dr. Himanta Biswa Sarma, with Mission Basundhara being one of them. Mission Basundhara was developed under the leadership of the Chief Minister of Assam in order to streamline and solve land revenue services and make them more accessible to citizens. The Government of Assam has aimed to improve service to citizens and make the procedure more convenient through this programme.

Components

There are only three key components of Mission Basundhara. The three components of the Government of Assam’s mission are described below.

  • Purification of land records in a mission mode.
  • Polygon survey of yet to be surveyed 672 non-cadastral villages.
  • Re-survey of 18789 cadastral villages of 27 districts using the hybrid methodology.

Main Services

Citizens will benefit from a variety of services provided by Mission Basundhara. People in Assam would be able to resolve their most pressing land and revenue difficulties by utilizing these services. The mission’s primary services are listed below.

  • Mutation by Right of Inheritance.

The term “mutation” refers to the registration of a person’s name in the Record of Right, also known as the Jamabandi. Through inheritance, ownership passes from the registered landowner to the legal heir. The mutation by right of inheritance shall be carried out in accordance with ALRR, 1886, Sec 53 A (1). There are no charges for using the service.

Required Documents: Applicants must have the following documents on hand in order to make an online application for this service.

  1. Certificate of Death
  2. Next of Kin Certificate/ Certificate from Gaon Pradhan or Ward Member or Executive Officer/ Court Probate in the Case of a Will/ Relationship Affidavit
  3. Consent of Other Members of the Family to Opt-Out of Mutation (If Any).
  • Mutation after Deed Registration.

After a property has been transferred or sold, the procedure of recording the change/transfer in the title of ownership. The identity of the new owner is recorded, and the rightful owner is taxed with land revenue. There are no charges for using the service.

Required Documents: Deed copy and NOC copy.

  • Partition for Undisputed Cases.

Partition refers to the partition of a revenue-paying estate into two or more separate estates, each of which is separately liable for the revenue collected on it. Apply for partition if you are a registered proprietor/landowner in actual possession of the interest you want to partition. There are no charges for using the service.

Required Document: Jamabandi copy.

  • Conversion from Annual Patta to Periodic Patta.

Conversion is the process of changing the status of any land that has been settled for a year (Annual Patta) to a longer tenure. The landowner will enjoy a permanent, heritable, and transferable right of use and occupation in his AP land once it has been converted to PP land. There are no user fees for converting AP to PP in rural areas.

Required Document: Up to Date Land Revenue Receipt.

  • Reclassification of Agricultural Land to Non-Agricultural Land less than 1 Bigha.

If the purpose of the land is changed, the land class must also be changed from the existing to a new one. If the land area is less than one bigha and its use is limited to the construction of one’s own dwelling place, this service is for reclassification of agricultural land to non-agricultural use. There are no charges for using the service.

Required Document: Up to Date Land Revenue Receipt.

  • Striking out of Name from Patta.

After hearing each case, the names of those no longer in possession can be removed from RoR under Rule 116, ALRR, 1886.

Required Document: Jamabandi copy.

  • Allotment Certificate to Periodic Patta.

After verifying the allottee’s possession for the specified period, the allotment certificate will be converted to periodic patta.

Required Documents: Applicants must have the following documents on hand in order to make an online application for this service.

  1. Certificate of Allotment
  2. Land Revenue Receipt that is current.
  3. If the original allottee is not available, a legal heir document is required.
  • Legacy Data Updation.

Name Correction: Any corrections to the pattadar’s name, land area, or Jamabandi’s remarks must be submitted through the Legacy Data Updation programme.

Area Correction: Any rectification in name of pattadar, area of land, and updation of the remarks of the Jamabandi to be made under Legacy Data Updation service.

  • Mobile Number Updation.

Pattadar would be able to update his mobile number using Mission Basundhara’s service.

Required Document: Identity Proof.

How to submit application

To apply for the aforementioned services, residents of Assam must go to the Mission Basundhara website and fill out an online application. The applicant must check in with his mobile number to continue the application procedure for this mission. A brief step-by-step guide of the online application process is below.

  • Scroll down to the section “Important Links.”
  • To apply online, go to the Online Application Link.
  • The official Mission Basundhara website will open in a new tab.
  • Now go to that portal’s bottom and click the Apply Now option for the service you desire.
  • Then, in a pop-up box, enter your mobile number and confirm the captcha.
  • You will be given four steps to complete after successfully logging in.
  • Complete each step by sharing all of the requested information.
  • Your application will be submitted once you have completed all of the stages.
