Deputy Speaker of the Assam Assembly, Numal Momin, has announced that the rules governing the Citizenship Amendment Act (CAA) will soon be unveiled. Assuring that these regulations are designed to avoid any disruption or misunderstanding, Momin emphasized that the cut-off date of December 31, 2014, specified in the act, would be strictly adhered to.

He clarified that the CAA aims to provide refuge to persecuted communities who arrived in India before the aforementioned date, regardless of their religion. Addressing concerns about India becoming a refuge “dumping ground,” Momin dismissed such notions, asserting that no individual arriving after December 31, 2014, would be covered under the CAA.

He placed responsibility for the influx of refugees during subsequent periods squarely on the Congress party, accusing them of facilitating migration during their tenure. Momin criticized the opposition, particularly the Congress, for their purported focus on sheltering Rohingyas, contrasting it with the BJP’s commitment to aiding persecuted minorities from Afghanistan, Pakistan, and Bangladesh.

The debate surrounding the CAA has intensified following Union Home Minister Amit Shah’s affirmation of its implementation before the upcoming Lok Sabha elections. Sources indicate that the Ministry of Home Affairs is poised to notify the rules for the CAA, potentially before the enforcement of the Model Code of Conduct. These rules are expected to streamline the process of granting Indian citizenship to persecuted minorities from Afghanistan, Pakistan, and Bangladesh, in line with the objectives of the CAA.
