Assam Society for Comprehensive Financial Management System (AS-CFMS) has released an employment notification for the recruitment of 3 e-Procurement Project Manager, IT Project Manager,s and Banking Expert vacancies under “Assam State Public Finance Institutional Reforms project (ASPIRe Project)”.

AS-CFMS Recruitment 2022
1. e-Procurement Project Manager
No of posts: 1
Educational Qualification: BE/B. Tech/MCA from recognized University/Institution.
Experience: Minimum 5 years of experience in any software or portal related to any project implementation.
Preferable Qualification: (i) Experience of working in an externally aided (World Bank/ ADB/JICA/NDB/similar) project will be preferred. (ii) Knowledge related to the Government e-Procurement System developed by NIC (GePNIC); (iii) Basic understanding of Government structures, procedures, rules, and regulations; (iv) Experience in any IT related Government Projects.
Remuneration: The monthly cost of the Project will be in the range of ₹ 55,000 – ₹ 90,000/- month as per the HR policy of the ASPIRe project, inclusive of Performance Linked Incentive, Communication Allowance, and Medical Allowance. The CTP offered will be decided based on the previous salary history, qualification, experience, and competency of the candidate.
2. IT Project Manager
No of posts: 1
Educational Qualification: B.E/B.Tech./MCA or equivalent and PGDBM/MBA or equivalent Certifications (preferred but not Mandatory) — PMP/PgMP/CAMP/CompTIA Project+ or other industry equivalent certifications
Experience & Skill Set: (i) At least 12 years of experience in working with State/Central Government, PSU, or large IT organization in large scale IT/e-Governance project in leading the entire project’s lifecycle, all phases of IT project management, execution and implementation (ii) Minimum 2 Large Scale IT/e-Governance Project experience in managing various aspects of IT projects.
Compensation: Rs. 1,50,000- 2,15,000 per month
3. Banking Expert
No of posts: 1
Educational Qualification: Minimum Bachelor’s Degree from any recognized university or college, as a regularly enrolled student (excluding studies in distance education
Preferred: Public Policy/Development Studies/Econometrics specialization
Weightage: TISS, IRMA, Ashoka University, JMI, and JNU schools will be given higher weightage.
Experience: (i) At least 5 (Five) to 7 (Seven) years of work experience in the development of banking/financial services including beneficiary payment disbursements, vulnerable community insurance, livelihood pensions, government consultancy, etc. (ii) Excellent communication skills, written/drafting skills in English/Assamese (iii) Strong & demonstrable knowledge of computers/MS-Office applications. (iv) Proven interpersonal relations and teamwork skills.
Compensation: Rs. 55,000- 90,000 per month
