About Shillong’s North Eastern Council (NEC) Secretariat
The NEC presented the North Eastern Region Vision 2020 Document, which was endorsed and signed by all members of the Council at the NEC’s 56th Plenary on May 13, 2008 in Agartala, Tripura.
It was later unveiled by the government in New Delhi in July 2008. Following that, the Ministry formed seventeen subject groups with sector specialists to produce specific action plans to operationalize the Vision 2020 Document.
During a meeting conducted in Shillong on the 3rd and 4th of December 2008, these groups suggested broad intervention areas and procedures for the development of the North Eastern Region.
The concerned Ministries were referred for implementation of the action areas suggested by the thematic groups.
As a result, the Ministry has been pressing concerned Central Ministries/Departments to develop regional socio-economic programmes and projects.
During regular sessions of the North Eastern Council and other review meetings, ministries are also invited to present their development plans, successes, and continuing activities in the North Eastern Region.
Although it is impossible to quantify the progress made in implementing NER Vision 2020, key infrastructure projects in roads, trains, airways, and power have been completed, and telecom connection has improved significantly.
According to the Planning Commission’s 12th Five Year Plan (2012-17) Document, increased plan investment and a focus on infrastructure development resulted in average GDP growth of 9.8% in the Northeast States, which was higher than the national average of 8% during the 11th Five Year Plan (2007-2012). Vision 2020 is currently undergoing a mid-term academic examination.

Educational Qualification and Eligibility Criteria for Consultant Vacancy:
Essential Qualification & Experience : BE / B.Tech / BSc. Engg. (Civil) / A.M.I.E (India) degree or preferably ME / M.Tech / M.Sc. Engg. (Civil) degree from any recognised Institute / College / University is required. Qualifications and experience desired:
i) A post-graduate diploma in project management from a recognised institution is required.
ii) At least 5 years of expertise monitoring and evaluating central government plans and initiatives.
iii) Candidates should be familiar with federal and state government projects, schemes, and programmes, as well as project formulation and planning, implementation guidelines, monitoring and evaluation methodology, and fact-finding reports.
iv) The candidate must have excellent computer skills in MS Word, Excel, and PowerPoint Presentation. Additional qualifications, research experience, and published publications in the relevant subject are preferred.
