In yet another scenario, two Government officials have been arrested for reportedly appointing village headmen ( Gaon Bura ) in Assam’s South Salmara Mankachar district in 2017-18.
Rosie Kalita, CMs SVC Superintendent of police certified that the two Government officials who were involved in the case were Elias Ahmed (Deputy Secretary, Assam Secretariat) and Bikram Aditya Bora (Circle Officer, Kokrajhar).
While speaking to the media Kalita stated that “We’ve previously filed a 305-page charge sheet in response to the CM’s SVC case number (05/21) for village head employment fraud. We’ve also opened an investigation into the case under section 173(1) of the Criminal Procedure Code.”

SP Kalita said that both of the officials who were arrested for illegally appointing village headmen were members of the selection committee’s board of directors.

The Former Deputy Commissioner of South Salmara-Mankachar named, Atika Sultana has been ordered to be present by the CM’s SVC for interrogation in connection with the incident. Further Gaon Burahs appointment committee was chaired by Sultana. Atika Sultana is expected to go through a hernia procedure on December 8. Kalita said that they will question her once recovered.

The illegal village-head appointment case involved as many as 94 village heads, with 70 head posts in Mankachar and 24 postings in South Salmara.
Sultana had already been presented before the CM’s SVC for questioning on November 27, 2021. Saibur Rahman became implicated in the case, CM’ SVC issued a summon for Atika Sultana, after the name of the Additional Deputy Commissioner, South Salmara-Mankachar District.
