Assam Government to grant land rights to people residing in hills

The Assam Government on 11th April 2022, had announced to grant land rights status to those people of Assam who reside on government lands including hills, professional grazing reserve land (PGR), Debuttar government land or the village grazing land (VGR).

The Assam Government under the leadership of the present Chief Minister, Dr. Himanta Biswa Sarma stated that the above mentioned decision will be taken under the Mission Basundhara scheme.

The announcement was made on the day of BJP polls 2022, CM Himanta Biswa Sarma of the assam government had addressed the gathering on the occasion of BJP Sankalp Patra release. The initiative will be taken forward on the basis of the Mission Basundhara 2 scheme.

As per the reports from the CM of the assam government, ” We are committed to providing rights to these people residing on the hills of Guwahati, Debuttar Government lands as well as on the Government grazing lands.” He further added that, ” Land Mutation and Land Integration in Guwahati will begin from 10th May. It means , henceforth if someone buys land in Guwahati, it will be registered in sub-registrar. The name deed (namzari) will be included after the land’s registration will be done. There is no need to go to the revenue office for land registration.”

The assam government has decided to plan out this initiative after the successful implementation of Mission Basundhara Phase 1.

Mission Basundhara Scheme

The Mission Basundhara Scheme has a long chalk out plan which has been successful in resolving all land related issues of the people in Assam. The mission henceforth provides easy access of the government documents related to land dispute.

In Total there three main components that has been put forward by the mission –

  1. Purification of land records
  2. polygon survey of 672 non casastral villages
  3. Re-survey of 18789 cadastral villages

There are nine main services which the mission aims to fulfill :

  1. mutation of rights by inheritance
  2. mutation after deed registration
  3. partition for undisputed cases
  4. conversion from annual patta to periodic patta
  5. reclassification of agricultural land to non agricultural land less than 1 bigha
  6. striking out of name from bigha
  7. allotment certificate to periodic patta
  8. legacy data updation
  9. mobile number updation

Till date, over 6 lakh people have disposed their forms at the portal for the above mentioned programme. The deadline for submitting the application for the mission basundhara is 10th May 2022. The programme was launched by Dr Himanta Biswa Sarma, The chief minister of Assam at the revenue and disaster management department. The people have shown quite a positive response by submitting more than 6 lakh applications ahead of its deadline.
