Assam Chief Minister Himanta Biswa Sarma announced a strategic plan to implement 57 key Assam Accord recommendations from the Justice Biplab Kumar Sarma Committee report. The plan aims to execute these recommendations by April 15, 2025, a move that is seen as a major step towards fulfilling the commitments made in the Assam Accord.

Assam Accord: Cabinet Meeting Discusses Roadmap for Implementation

During a cabinet meeting held in Lakhimpur, CM Sarma revealed that the state government thoroughly reviewed the Justice Biplab Kumar Sarma Committee report. Out of the 67 recommendations in the report, the cabinet has decided to propose 57 for immediate action. These recommendations will be implemented by the state government, while others that require Central Government approval will be pursued through further negotiations.

The Justice Biplab Kumar Sarma Committee was formed to address the implementation of Clause 6 of the Assam Accord, which promises constitutional safeguards for the Assamese people. CM Sarma clarified that the state government would work on recommendations that fall within its jurisdiction, while matters needing Central Government intervention would be discussed further with relevant authorities.

Consultations with AASU and Other Stakeholders

In the cabinet meeting, it was decided that further deliberations will be held with the All Assam Students’ Union (AASU) and other relevant organizations to ensure the smooth implementation of the recommendations. CM Sarma emphasized that the government will work closely with these groups to address local concerns and ensure that the recommendations are executed effectively.

Collaboration with Sixth Schedule Areas and Barak Valley Residents

Several recommendations require consultations with residents of areas covered under the Sixth Schedule of the Indian Constitution, as well as the Barak Valley. CM Sarma highlighted the importance of collaborative discussions to ensure that the implementation process is inclusive and addresses the concerns of these regions.

Although a detailed road map for the implementation of these 57 recommendations was prepared during the cabinet meeting, CM Sarma stated that the specifics would be disclosed at a press conference upon his return to Guwahati. A group of ministers will hold meetings with key stakeholders to finalize the steps needed for effective implementation.

Significant Milestone in Fulfilling the Assam Accord

The commencement of the implementation process of the Justice Biplab Kumar Sarma Committee report marks a significant milestone in the state’s efforts to fulfill the promises of the Assam Accord. With a clear timeline in place, the Assam government is taking concrete steps toward realizing the constitutional safeguards and rights promised to the Assamese people under the Accord.

The decision to implement these 57 recommendations is expected to have a profound impact on Assam’s political landscape. The Assam Accord has long been a focal point of political debate, and the successful implementation of these recommendations could solidify the government’s commitment to protecting Assamese identity and culture.

As the state government gears up to implement these recommendations, further consultations with AASU, local communities, and other stakeholders will be essential. The government is expected to address any challenges in collaboration with these groups to ensure the smooth execution of the plan before the April 2025 deadline.
