Good Governance Index (GGI) 2021: Gujarat tops the list followed by Maharashtra and Goa; Delhi tops among UTs

Gujarat has been ranked first among states in the overall Good Governance Index (GGI) for 2020-21, according to data released on Saturday by Union Home Minister Amit Shah in honour of Good Governance Day.

Maharashtra and Goa came in second and third, respectively. Among all Union Territories, Delhi was at the top of the list. In 2021, a total of 20 states improved their composite GGI scores, with Uttar Pradesh having the largest increase of 8.9%. Shah, speaking at the ceremony, said the Modi government has made decisions that are good for the people despite political repercussions.

Amit Shah’s say on Modi Government

The home minister claimed that the Modi government has faced no corruption charges because it is a clean and transparent administration, which he described as evidence of excellent governance.

“Prime Minister Modi has never made decisions that the people like” (jo logon ko acche lagen). He has made decisions that are beneficial to the public (jo logon ke liye achhe hon). There is a significant distinction between the two. Some decisions may gain you popularity for a short period of time, but they will keep the country in a state of crisis,” the home minister explained.

“People have been saying for a long time that we have had independence (swaraj), but when will we have decent government (suraaj),” he remarked. Modi, according to Shah, has restored people’s faith in democracy by bringing good government to the grassroots.

“The states and UTs’ sector-wise scores reflect strong achievement in one or both sectors,” according to an official release. The results of the scoring also show that there is only a small variance in the composite governance scores of the states. This suggests that India’s states are moving in the right way in terms of governance.”

The GGI 2021 framework

The GGI 2021 framework included 58 indicators and ten sectors. Agriculture and related industries, commerce and industry, human resource development, public health, public infrastructure and utilities, economic governance, social welfare and development, and citizen-centric governance are among them. GGI’s goals are to produce quantitative data that can be used to compare the level of governance across all states and UTs.

Gujarat outperformed the rest of the country in terms of economic governance, human resource development, public infrastructure and utilities, social welfare and development, the judiciary, and public safety.
