Every year, when the town of Dibrugarh is overwhelmed mostly by a heavy downpour, the town’s Municipal Board is alerted to the perennial waterlogging problem.

A similar problem was obvious a few days earlier when overnight rain swamped all 22 wards of the town, creating major inconvenience to commuters and residents.
The clogged drains are now being removed as a stopgap measure, but another wave of heavy rainfall will force the townspeople to deal with the problem of waterlogging once more.
