The ambitious Shillong-Dawki road underpass project, overseen by the National Highway Infrastructure Development Corporation Limited (NHIDCL), has been scaled down due to complications in acquiring defense-owned land. The original design intended to extend the underpass to Barrick Point, but NHIDCL has now shortened the route, with completion set for a few hundred meters before Anjali petrol station.
Defense Land Acquisition Becomes a Major Roadblock
One of the central challenges in the underpass’s construction stemmed from the difficulty of securing land, particularly military-owned properties. Despite prior assurances, NHIDCL and its consultants encountered unexpected obstacles while negotiating with the defense authorities. This issue has forced the state government and NHIDCL to adjust their plans, significantly shortening the proposed length of the underpass.
NHIDCL Official Confirms Scope Adjustment Amid Constraints
An NHIDCL representative confirmed that the organization was left with no choice but to alter the Shillong-Dawki Underpass project scope. “Given the state government’s struggles with land acquisition and the defense-related complexities, we have decided to scale down the underpass to its current design length. Should the state secure the land in the future, the expansion may be reconsidered,” the official stated.
Despite the setback in the project’s scale, the NHIDCL is moving forward with the completion of the tunnel’s design, which spans 930 meters. Technical evaluations are ongoing to ensure the construction proceeds smoothly, with NHIDCL remaining committed to delivering the project on time.
Alternate Route Around Umiam Dam Under Discussion
In related developments, Meghalaya Power Minister Abu Taher Mondal recently announced that the state government is exploring alternative routes to bypass Umiam Dam. This new proposal seeks to address the potential safety risks around the dam while ensuring minimal disruption for vehicles traveling to Shillong. Retrofitting work on the dam was recently completed, but the safety concerns remain significant.
The alternative route proposal has gained support from key government figures, including Chief Minister Conrad K Sangma and Deputy Chief Minister Sniawbhalang Dhar. Mondal stated that the power department is actively working with them to find a sustainable and safe solution for commuters. The goal is to ensure smooth traffic flow, reducing the chances of future disruptions.
