Two men have been arrested on 14th May 2022, in connection to the massive fire that engulfed a four-storied building in Delhi on Friday. The premises of the building however did not have a NOC or No Objection Certificate and the owner of the building has been absconding. A total of 27 people died in the accident and 40 have been severely injured.
Fire in building; No NOC
As per reports from India Today, “Atul Garg who is the Chief of the Delhi Fire Service said that the owners of the factory in question had never applied for a NOC. Most of the factories that operated in the building did not possess a NOC and were functioning without following requisite guidelines.”
According to the DC of Delhi Police, Sameer Sharma, “the fire erupted at the first-floor office of a company that manufactures close-circuit television cameras and routers is located.”
The owner of the company named Harish Goel and Varun Goel has been arrested under IPC Section 304, 308,120,34. The building owner, Manish Lakra is however on the run.
What is a NOC
A No Objection Certificate by the Department is issued to verify the building if it is resistant to flames or other accidents or not. A commercial facility needs to obtain a NOC by the fire department by meeting some of the guidelines.
