On November 20, the All Tribal Students’ Union, Manipur (ATSUM), launched a massive economic blockade in the hill districts of Manipur.

What happened?

The protest was a consequence of the new Autonomous District Council (ADC) Bill.

The blockade took place from midnight of November 21 which was followed by a 24-hour shutdown in all hill districts of Manipur.

Who all joined the protest?

All Naga Students’ Association, Manipur (ANSAM), Kuki Students’ Organisation-General Headquarters (KSO-GHQ), and federating units of ATSUM, were seen joining the protest with full force as they stood along national highways in the state.

What is the Bill about?

As per the Honorary Advisory Committee (HAC), the new draft Bill will reverse and replace the Manipur (Hill Areas) District Councils Act, 1971 in order to provide more autonomy to the HAC and the district councils.

Nevertheless, the Manipur government failed to discuss the Bill in the last Assembly session due to various legal reasons.
